State gambling leaders see rising online play and its effects on in-person casino visits like Little River in Manistee. Little River Casino Resort in Manistee has long been a key attraction for gamblers in northwest Michigan. But as Michigan's online casino market surpasses $200 million a month, the Manistee institution is dealing with new competitive pressures — even while it prepares to invest heavily in upgrading its physical facilities.

Little River Heights and Hazards

Little River Casino began in 1999 as an initiative by the Little River Band of Ottawa Indians, later expanding into the Little River Casino Resort with a complete property in 2001. The location made great sense: a picturesque area along Lake Michigan that could lend itself to gambling-oriented tourism. Manistee already had a population of 6,259, according to 2000 census data. But its natural surroundings made it a getaway point for people across the state.

Opened with about 1,100 slot machines and 20 table games, Little River started to give gambling fans in northwest Michigan an alternative to tribal casinos. That included the nearby Odawa Casino Resort in Petoskey, which had been operating since 1999.

The new casino met with mixed feelings. Early on, Manistee officials and locals described both benefits and issues, the Ludington Daily News reported in 2000. With about 800,000 visitors since opening and 500 in employment, the resort provided a substantial related increase in tax revenues. It enhanced tourism, too, becoming a draw for visitors from around the state, according to county tourism activity through 2020.

On the other hand, some worried the casino would become a magnet for crime and gambling problems. It was sure to accelerate local traffic, as well, with congestion being a result as visitors flooded streets. In this way and others, the casino mirrored the public response to other casino operators in the region and elsewhere in the state.

Digital Casino Growth

Meanwhile, the online casino market was a different animal. Rush Street Interactive and Little River partnered in 2021 to offer a retail sportsbook and then co-branded online betting and casino games. Michigan had opened its legal online casino market that same year. It grew rapidly from the start, reaching a point where Michigan online casinos had produced more than $5 billion in lifetime online casino revenue through August 2023, according to industry reports.

Higher revenue and capacity meant new or expanded tech and quality of service for older players and new ones alike. By that time, Michigan's casinos had produced $175 million in August 2023, the same sources reported, and the online casino market included partnerships expected to expand further.

Notably, only Class III tribal casinos or Detroit's commercial casinos like MGM Grand Detroit can offer online casino betting, per the state's 2019 Lawful Internet Gaming Act. The opportunity was there for Little River, Rush Street, and other market participants to grow, especially as new operators entered the digital-only sector.

But the online casino play did not completely divert traffic from physical locations. By definition, online casino gamers were spending less time and money on physical venues. Rush Street Interactive reported a strong start in Michigan, described as an "extremely fast start" without further details in 2021.

To that point, researchers have found that casinos can increase vehicle trips substantially and may raise traffic-related risks. More than that, casino studies have identified timing issues with traffic congestion, also noticing casino openings or expansions could lead to problematic congestion, as revealed in various reports.

The upshot is that Little River not only competes with online casinos but also with the traffic and broader urban effects that have been associated with casinos in the regional context. It was clear in recognition of shifting public gambling demands that Little River is planning a major renovation to conclude in early 2025. Even as the casino market evolves, Little River has a strong case for continuing its footing in its home territory, equipping players for the age of online gaming.
